Mr. Conkle, in explaining the "home rule charter plan," stated that that type of government surpasses a mayor-council plan in that the people elect the city council and the council in turn selects a city manager who is a professional administrator. He added, however, that this government makes the council liable to everything the city manager does. The nomination and election of the council was exgf.ained by Mr. Moloney.

He told his audience the home rule government committee would nominate candidates for city council and each of the six wards in Marion would elect one councilman.
